Article 311 describes the safeguards to Civil servants in discharge of his duties.
* A civil servant cannot be removed by which authority appointed him,in order to remove civil servant a inquiry made by him and the report of inquiry taking action against him.
* Civil servant rank cannot be removed or dismissal by his legal actions following the condition under constitution,he can be removed by his personal actions and making a inquiry on him ,the report of the inquiry charges action on him.
* A removal means he or she is not eligible for employment of the particular post.
* A dismissal means he or she is not eligible for further employment in the government.
