The British
government introduces railways in India by the Governor General Lord Dalhousie
with the collaboration of private enterprises .The first train journey starts
from Mumbai to Thane in 1853 at a length of 33 kms with a pride blasting of
guns in the air and declared a holiday of this modern transportation. In 1921
Acworth committee bifurcates the Railway budget from General budget for
efficient increase of transportation of railways, maintainance, infrastructure
and better services.
Reason for Railway budget merges with General budget
The central
government lays a committee on Railway budget on the chairman ship of Debrak desai,
the committee suggests the following issues for railway budget merges with
general budget
1.The countries
who are colonial under the British dominion was deleted the Acworth committee
Railway budget separation after their independence, till India is implementing
the railway budget under the Acworth committee.
2.The Railways are developed under the railway
board by implementing policies regarding with economic criteria of the railways,
by passing a Railway budget in the parliament political interference are
allowed in allocating new railway lines, new train services every year causing
economic deficit of the railway railways, these results in lack of finishing
the projects for several decades, lack of improvement in infrastructure and
levy of prices in the tickets.
